From the CICATL to Flag Officer Commanding 84 BG, � NAS Key West

Following an investigation by JAG 5MAW attached to NATO Regional Command, Vladivostok , I have today endorsed the recommendation of the JAG panel and the citation enclosed.


"On 24th July 2009 leading elements of the Chinese PLA crossed the SINO-Russian border at the town of Ayandekei. NATO ground forces retired towards Vladivostok under the weight of the Chinese offensive spearheaded by heavy tanks supported by infantry under a substantial aerial umbrella.

Captain Mark "Trapper" James, USN, leading a CVW-25 detachment of NATO advisers with the Russian 6th ARMY at Petrovka scrambled with the only equipment available in order to meet the emergency.

Flying an unfamiliar aircraft type, Su-41/S-37 Berkut, Capt. James engaged and destroyed 6 confirmed enemy fighter aircraft over Petrovka before proceeding west to support the Russian Fighter bombers attacking the advancing Chinese tanks near Ayandekei.

Capt. James then broke up a flight of hostile attack helicopters disrupting the Russian Mig-21 and Mig-27 sorties against the enemy armor. A further four bandits were shot down by Capt. James.

For exercising considerable initiative, skill , courage and leadership under adverse circumstances , in the best traditions of the United States Navy , the Legion of Merit is hereby conferred on Captain Mark James , USN on behalf of a grateful Russian nation."

Following an investigation by JAG 5MAW attached to NATO Regional Command, Vladivostok , I have today endorsed the recommendation of the JAG panel and the citation enclosed.


"For conspicuous gallantry and intrepidity in action while serving as a CVW-25 NATO adviser with the Russian 6th ARMY, Petrovka in connection with combat operations against the enemy in the People's Republic of China.

On 24th July 2009, Lt. CMDR Mike " Viper" Sheldon, USN, while flying as Wingman to CMDR Mongoose, USN, engaged two squadrons of hostile enemy fighters attacking the Russian airfield at Petrovka. �After his leader was disabled early in the action Lt. CMDR Mike Sheldon shot down the remaining Chinese aircraft using superior airmanship in his Su-41/S-37 Berkut.

Proceeding west , alone, to BARCAP for the Russian Fighter bombers attacking the advancing Chinese tanks near Ayandekei , Lt. CMDR Mike Sheldon intercepted a third squadron of Chinese fighters shooting down four more aircraft of the opposing enemy force before being forced to the deck to engage several Chinese Helicopters hampering the Russian CAS operation.

At least two more Chinese aircraft were confirmed as being shot down. In spite of sustaining considerable damage to his aircraft, Lt. CMDR Mike Sheldon returned to base twice during the course of the action to refuel , rearm and rejoin the battle against the advancing Chinese armor by SNEAD'ing the area for the Russian Mig-27 who were running low on fuel and munitions.

When he finally returned to base , Lt. CMDR Mike Sheldon had accounted for ten enemy aircraft.�

By his courage, aggressive fighting spirit and unwavering devotion to duty in the face of greatest personal danger , Lt Commander Mike Sheldon , USN upheld the highest traditions traditions of the United States Navy and is hereby awarded the Silver Star on behalf of a grateful Russian nation."

Following an investigation by JAG 5MAW attached to NATO Regional Command, Vladivostok , I have today endorsed the recommendation of the JAG panel and the citation enclosed.


"For conspicuous gallantry and intrepidity as the commander of the lead CAP element of VF-84 in action against the forces of the People's Republic of China in the Straits of Formosa , 15th July 2009.

Lt Col ( then Major ) Mike Siewert USMC , callsign "Pacman", engaged a numerically superior force of enemy fighters threatening the CVW-25 anti-ship strike package. In the first of 4 separate actions , Lt Col Pacman destroyed two of� four J-7E's before his wingman was forced to retire. Shortly thereafter a trailing group of Chinese Mig-29's bounced Lt Col Pacman's element. After spoofing the incoming missiles, a short ACM dual ensued with Lt. Col Pacman scoring a further 3 victories.

The main body of Chinese interceptors then rapidly closed on the VF-84 patrol zone. Out numbered 3 to 1 , Colonel Pacman without hesitation turned his small force to engage the enemy aircraft preparing to fire on VFA-151 & VMA-231 aircraft returning to the battle group. Colonel Pacman attacked the closest threat, a group of Mig-29 Fulcrums. While shooting down 3 more bandits at close quarters the lagging flights of Chinese Flankers launched their long & medium range air interception missiles at Lt. Col Pacman's element.

Colonel Pacman was hit by at least one radar guided weapon and lost contact with his remaining wingman at the same time. Forced to defend his damaged aircraft alone against four Su-27 & Su-35 Flankers , Colonel Pacman expended his remaining ordnance at the hostiles downing one Su-27's while avoiding the Su-35's long range missiles by rapidly closing the range. With only his guns and a single Aim-9x left , Colonel Pacman took on the remaining three Flankers. Although damaged, he used his superior skill� to quickly eliminate the� Su-27 with a heat seeker before bringing his guns to bear on the final Chinese Su-35 bogies. Two more kills were subsequently recorded after an intense dual. Shortly thereafter Colonel Pacman's F-22 suffered an engine compressor failure. Radioing a "mayday" , Colonel Pacman was forced to eject but was later recovered.

By his courage, aggressive fighting spirit and superior airmanship in the face of the greatest personal danger, Colonel Pacman has gallantly protected his fellow CVW-25 aviators by shooting down 12 enemy aircraft.� In doing so Lt. Col Pacman upheld the highest traditions of the Marine Corps and of the United States Naval Service and is hereby awarded the Silver Star with Oak Leaf Cluster on behalf of a grateful nation."

"The Secretary of the Navy takes pleasure in presenting the� Navy and Marine Corps Medal to Commander Dorian " Mongoose" Cain , USN for outstanding meritory service with CVW-25.

His clear thinking and innovation in a combat situation saved the life of a fellow courageous aviator. CMDR. Mongoose, by ordering the staged multi directional release of AIM-120 missiles enabled Lt Col Pacman, who had previously ejected into the cold waters of the Formosa Strait, to vector in the SARCAP aircraft on to his position.

By his exceptional professionalism, initiative, and total dedication to duty, Commander Cain reflected great credit upon himself and upheld the highest traditions of the United States Naval Service."
