The report of a few Russian Air Force pilots surprising the Kitty Hawk aircraft carrier personnel, corroborated on video tape, is a little of that international disinformation that abounds at the level of excitable senses: it's not the cause: it's the effect.
The USA, deemed the remaining superpower, and the RUS, the large remnant of the former USSR superpower, are on relatively benign terms and activities these days, since the war thaw: But there is the danger of mere complacency in military vigilance, which would be intolerable. And to compensate the adjusted peace-coefficient, the military of both nations have moved onto co-operative peace efforts, including co-operative vigilance maintenance routining: but far more than merely virtual target practicing co-maneuvers.
While both sides can help maintain each other by mutual surprise, there are still the recognizable dangers of infiltrators on both sides, which would find the very co-operative codes, and move in terroristically against individual vessels, such as the carrier.
Since both the major superpower [USA] and now-essentially minor superpower [RUS] have the electronic communications capability to remain in command at any conjunction, the best possible exercise scenario utilizes the advantages of crypto stealth communications technology to preserve peace in the technologically new world: The exercises are: detect, corrolate, identify, distinguish, etc.
Imagine if you will, an exercise where the [RUS] pilots are to invade the [USA] carrier space with sufficient time to operate: And suppose if you can, a terrorist who would fly along even the very same exercise mission, but with a different plan to operate: All planes are given real-time codes for maneuvres: the [RUS] pilot's equipment emits the next maneuvre code - this code may be an ordinary transmission of the [RUS] equipment, rather than a separate mutual box: it needs only be detected by the [USA] - the [USA] responds with the, okay, and a selection of permissible new headings, which the [RUS] plane chooses and follows: basically undetectable compared to the pilots intended operation, for the most part it accepts whatever the incoming pilot wishes to do. But not always: The [USA] equipment at any time sends redirection codes, and the [RUS] plane must follow - and the infiltrator must follow: who can thus be thoroughly separated from any maneuver.
You're now asking yourself how the infiltrator was detected: Basically the codes sent by the [RUS] are selected from a larger set which includes alternatives which seem normal to the intruder trying to emulate the [RUS] - the infiltrator is not given this specific information, and flies in, seemingly unimpeded, as the code is still a good flight path: but that difference is specific and immediately detected, and the [USA] return adjustments simply turn the infiltrating terrorist away, or blow it out of the sky: it is not necessary to know its origin: it's an exercise result.
Meanwhile, the [USA] has operated several identification tasks: to recognize without transmitted codes, which incoming planes are the [RUS] in this maneuver, and with transmitted codes, which are which - this means more work to do, but all works must agree, or the [USA] would be in danger of misinterpreting public events - as in shades of the [USA] shooting down that Iranian commercial airliner, and the [RUS] shooting down that KAL flight, years ago. The coincidence of computatory theory and sampled evidences is nominally twice the effort, plus a little more to establish the coincidence, and this approach is deemed the Scientific method: It is also the simplest of work-checking accounting procedures.
