Educational- Information Centre- Soljaris was founded in 1995. It began operations in 1996. The centre focuses on women and entrepreneurship. The Centre provides professional education services. Education and development programs include: (1) management development, (2) secretary training, (3) accounting education and (4) computer training.
The centre's programs are market driven. Marketing research is completed before program development. Program emphasis is on developing a relationship with employers so as to educate students with marketplace demanded skills and knowledge.

The faculty lacks knowledge of leading edge western organizational development, strategic planning, organizational redesign, management development, quality and marketing practices and techniques.
The centre would like to expand its services to consulting. They would like to secure assistance in developing consulting services. They would also like to establish an exchange program between American and Russian students.
