I.          Draft Day

 

A) Each owner must be present.

 

1) All of league fees are due.

 

2) If an owner does not attend, they will pick any unselected players from draft.

3) To remove an owner from the league, a majority vote from all current league owners is necessary.

 

B) Draft order.

 

                1) Picked randomly from a hat.

 

a) Previous years champion will pick first.

 

b) Last place team from previous year will pick last if there is no expansion team.

 

c) Expansion team will pick last.

 

d) Takes place at off-season rules meeting, before the draft. (See XI, B, 3)

 

1) All even numbered picks will represent the American Football Conference.

 

2) All odd numbered picks will represent the National Football Conference.

 

C) Length of Draft.

 

1) 16 round "Serpentine Method" of drafting.

 

a) Last pick of first round gets first pick in second round, etc.

 

D) Trading draft picks is allowed

 

1) Only draft picks may be exchanged.  (No players, money, etc.)

 

2) Owners will stay in the originally selected conferences.

3) May switch draft picks for entire draft or by individual rounds.

 

 

II.         Rosters

 

A) Roster includes 16 players.  No more, no less.

 

1) May pick any player in NFL on offense

 

B) Team Defense

 

1) Stats for entire defensive team are used for scoring purposes.

 

2) Sacks, interceptions, fumble recoveries (including special teams), shutting the other team out, etc.

 

C) Multi-position players

 

1) If a multi-position player is drafted, CBS Sports will determine the official position of the player.

 

2) Owner may change the position of that player, but there will be a fee involved. (Same as trading or picking up free agent.)

 

3) If a player is drafted that also is on special teams, his special teams stats do not count.

 

D) Injuries/Retirement

 

1) Injury/retirement before trading deadline:

 

a) Cut player from roster and pick up new free agent

 

b) Trade injured/retired player with another owner.

 

2) Injury/retirement after trading deadline:

 

a) Nothing can be done about an injury/retirement after the deadline.

 

F) After season, all players are returned to the draft pool.

 

III.        Starting Line-up

 

A) A line-up must be turned in each week.  Positions are as follows:

 

                *1 quarter-back                                       *2 running backs

 

                *2 wide receivers                                    *1 flex position (RB, WR, or TE)

 

                *1 place kicker                                        *1 team defense

 

IV.       Transactions

 

A) Trade with any other team owner or pick up free agents.

 

B) Cut players will be held for two days.

 

1) Allows all team owners an equal chance of picking up released players.

 

2) Website will notify all owners of trading.

 

C) If more than one owner wants a player on the same day, from 10am to 8pm; lowest power ranking will get that player. 

 

1) SATURDAY Exception:  Saturday is first-come, first-serve for free agents.

 

D) No transactions allowed from Saturday at 10:01pm until Tuesday at 10am.  10pm is the deadline for any trading day.

 

E) Other transaction Black-Out times

 

1) If there are games prior to Sunday, NO transactions allowed on the day of any NFL game.

 

2) No transactions allowed involving any players that have already played that week.

 

E) Roster must have 16 players/teams at all times.

 

F) Fee involved with trading or claiming free agents.

 

G) Trading deadline:  The Wednesday before week #14 begins at 10:00 pm.

 

H) If your team is out of the playoff race, or the Commissioner and at least one owner of each division feels a trade is unfair, the trade will not be

 

Allowed.  This will prevent two or more owners from forming a “partnership” by lopsided trading practices.

 

V.        Length of Season

 

A) Regular season consists of 13 weeks.

 

B) Schedule will be located on CBS web site for all team owners

 

1) Randomly picked by CBS website.

 

C) Week 14 is the wild-card play-off round

 

D) Week 15 is the conference championships

 

E) Week 16 is the Fantasy Bowl

 

VI.       Play-offs

 

A) Top three teams from each conference (AFC and NFC) compete.

 

B) Team with best regular season record gets the first round playoff bye (Week 14)

 

C) Tiebreaker rule

1) See CBS Sports website regarding rules on tiebreakers for league standings.

 

VII.      Fantasy Bowl

 

A) Winners in each conference meet with no home field advantage.

 

VIII.     Scoring

 

A) Determines winners and losers for all weekly games.

 

1) This system values all players (consistent yardage makers, as well as the touchdown makers)

 

B) Official scoring is taken from http://www.cbssports.com/. 

 

C) Any position can score in any category.

 

1) The "*" indicates a position specific scoring rule.  This is found on the scoring sheet.

 

a) Only a QB can get negative points for throwing an interception.

 

b) All positions have a position specific scoring rule.

 

c) All players can only be penalized in their position, but can earn points in other positions.

 

D) Special teams are not part of the league.

 

1) Place-Kicker is the only exception.

 

F) Per CBS Sportsline rule on a tie during a game: Bench points will determine a winner. If game is still tied,

 

     We will use league standings tiebreakers

 

IX.       Fees, Prizes, etc.

 

A) Fees

 

1) Cost to play: $75.00

 

a) $75 due on the day of the draft.

 

2) Trading/Selecting free agent: $3.00 per NFL player, per owner

 

3) Commissioner is exempt from the $35 league fee only.  All other fees must be paid per rules listed above.

 

B) Prizes

 

1) All money from season fees and trades will be divided to the teams that make it past the first round of the play-offs.

 

2) Prize money will be divided as follows:

 

0% - First round loser of game between 2nd & 3rd place teams

 

5% - Second round loser of game between 1st place team and winner of first round

 

10% - Second round winner

 

15% - Loser of Fantasy Bowl

 

55% - Winner of Fantasy Bowl

 

C) League Trophy

 

1) Winner of Fantasy Bowl gets trophy at our annual Super Bowl party.

 

2) Owner is responsible for replacing or repairing trophy if it is lost, stolen, damaged or defaced in any way.

 

3) Commissioner will get trophy engraved, using the owner’s winnings to pay for engraving. 

 

4) Team owner must bring trophy to any and all league functions.

 

5) Owner must return the trophy before the end of the season.

 

a) In the event the holder of the trophy wins a consecutive league championship, trophy must still be returned for engraving.

 

b) If owner who holds the trophy is in contention, he can keep it as long as he is in contention for the Fantasy Bowl.

 

c) If owner who holds the trophy is out of contention, he must return it within 1 week.

1) “Smack” page content

a) Controlled by Commissioner

b) NO personal messages

c) NO vulgarity will be allowed.

d) Once message is posted, it cannot be deleted or altered in any way until the end of season unless any of the above rules in this

section are broken.

XI.       Amendments to Rules

 

A) During Regular and Post-Season

 

1) If any owner finds a gray area or a problem with the rules, the following format will be followed.

 

a) Owner will call the Commissioner to present problem and a proposed solution.

 

b) If Commissioner agrees with rule problem AND the solution, the rule will be changed.  If Commissioner disagrees with the problem,

or is unsure of a course of action, the owner with the problem will call all league owners and:

 

1) Present the problem

 

2) Present the solution

 

3) Instruct other owners to contact the Commissioner with a "Yeah" or "Neah" vote.

 

4) Owner must have a majority vote for rule change.                                                                              

 

5) Used for minor rules only. Major changes in rules (i.e.: scoring changes) cannot be addressed during the season.

6) Only the commissioner can determine whether a proposed rule change is “major” or “minor”.

 

B) After regular season (during the off-season)

 

1) One meeting will be held for all owners in the league to go over major rule changes, if needed.

 

2) Majority rules in most cases.

 

a) The commissioner can veto any rule that has a direct impact on the time it takes to do his weekly duties.  A proposed rule change that

Would include scoring individual defensive players or offensive lineman for example.

 

3) Draft order will be determined at this meeting.

 

a) If owner is not present, another person will pick in his place.

b) If a meeting is not held, draft order will be determined prior to the draft, on draft day.

 

4) More meetings can be held based on a majority decision.   

5) If a rules meeting is not held and an owner would like a rule changed, the commissioner will use an “electronic balloting system”

a) Ballot will include, but is not limited to: team/owner with rule in question or rule change proposal, proposed solution which should

Include how the rule should be written, and an area to remind the owners to vote “for” or “against” rule.
