This person is a "do-it-yourselfer" (hands-on or not): They want to control and be involved in their project. They may own land, and they have a strong desire to realize the home of their dreams. They may own a home and have their own ideas about remodeling it! 10% of (residential) construction projects each year in the US are started and completed by "owner-builders" and this number is growing: There's a definite do-it-yourself trend in this country, with more people expressing a desire to have control and involvement in their new construction or major remodel project, while saving money in the process. LICENSING: First, the State of Colorado does not have a State Contractors Board. When you see the word "licensed" coming from a contractor, they're attempting to validate themselves. Notwithstanding, licensed Contractors "purchase" licenses from the 20 States that require this process; They do it more to track work for taxation purposes (income tax from the workers, property taxes for the improvements), than for pre-qualifying individuals. Experience does not equal talent or logic. Contractor licensing schools guarantee its student-customers that they'll pass the contractors license exam. In other words, you don't have to be talented, experienced or intelligent to get licensed, just determined! All Contractors (licensed or not) are required to carry workers compensation if they have employees, prior to commencement of work on your property. They may or may not be covered, and so it's up to the homeowner to check them out in any situation. Should you decide to hire a contractor, doing so does not shift liability away from you, the homeowner! All owner-builders (homeowners) should carry Construction Liability Insurance: check with your homeowner's insurance carrier (agent) to see what you're already covered for...your own agent could likely suppliment your policy for the duration of construction, if needed.
