Bloodsport -

"...where an attractive blonde is attacked by a Martial Arts
killer in an underground garage. The bad guy has just killed the guy she
was with and slowly moves in on her. She slowly slides her shoes off her
bare feet while talking to her nemesis. When she gets close enough she
kicks out at him. He ducks her feet and gets the upper hand only to
knock her out - but she is barefoot in a skirt and blouse for the rest
of the movie as she wins out in the final, long, combat scene."
