Rapley was competing against some top class senior bowlers and got home by seven pins from Fred Jankowski with John Ford not far away in third place.
After a solid start with games of 190-197, Rapley threw his worst games of the tournament, a 170 before countering with a brilliant 252.
He bowled well over the final four games, rolling 196-216-209-189 to claim a well-deserved victory.
No other results from the New South Wales State Championships, which concluded last weekend, have been received.

Orange and Bathurst clash in the fourth round of the Central West Pennants series tomorrow with the senior teams playing in Orange and the threes, fours and mixed teams travelling to Bathurst.
The men's ones and twos plus the juniors boys all lost in their first round encounter with Bathurst back at the start of March but the home lane advantage should see the fortunes reversed this time.
The women's ones and two and the junior girls all won in Bathurst and should do likewise at home.
The men's threes and fours both won in the opening round but will find things much tougher on the Bathurst lanes as will the other women's and mixed teams.

Orange's other representative teams bowled in the fourth round of the South-West zone Country Challenge last weekend and remained in the same position they started the round.
For the women, no game scores were provided but Marilyn Schwenke topped the averages on 163 just ahead of Bonnea Wiseman on 162.
Judy Streatfeild averaged 156 while Gwen Britt and Lyn Handel were both well below their normal averages, shooting 151 and 150 respectively.
Bathurst continues to lad from Canberra with Orange stuck in third place.
The men's team might have stayed in second spot behind leaders Wagga but now trail that team by 46 points after going into the round with just a 22 point deficit. They have no chance of making up those points with just two rounds remaining.
David Hayward was Orange's best bowler, winning eight of ten matches and averaging 193 with high games of 206-201 and a closing 246.
Allan Collins was steady as always, averaging 185 but coming up with just four wins from ten. His high games were 222-214.
Ken Wiseman and Wally Price both averaged 171 while Chris Collins was below his best on 163. Stan Streatfeild filled in for a couple of games with little success.
Wiseman struggled for much of the round but finished with games of 200-257 on the Sunday while Price started well with 212-209 before his form fell away.

Commonwealth Games Gold Medallist and 1998 AMF World Cup Champion Maxine Nable will be conducting two Tenpin Clinics on Tuesday 6 July, with nominations closing on 2 July.
The first clinic will be for people with a disability while the second clinic will be a junior talent identification.
The clinics are sponsored by Tenpin Bowling Australia, NSW Sport and recreation and the Wanderlight Motor Inn Mudgee.
The inaugural 1999 Central West Ladies Cup will be held at the Orange Tenpin Bowl on Sunday 25 July with scratch and handicap divisions being contested.
The winners of both divisions will receive $200 plus a cup and shirt while there are cash incentives paid down to fourth place.

There were a number of good series bowled over the past week but not by the usual suspects.
Tennille Smith grabbed bowler of the week honours with a personal best 651 series in the Tuesday 6:30 league after games of 221 and 232. She also rolled a nice 234 in the Friday Triples.
Allan Kinghorne deserves a special mention after rolling his first 600 series in 20 years of bowling. The dedicated Kinghorne started with a 187 then shot 226-221 for a top 634 series in the Friday 6:30 league.
In the Wednesday Doubles Mitch Carter shot a personal best 613 series after games of 208-202-203.
Ian Hazzard rolled 234-233 in the same league for a 663 series that put his average at 225, eclipsing the previous 12-game centre record of 224 set by Mark Lijic just last month.
Other good games in the Doubles included Dianne Hazzard 244, Chris Tyack 203, Pat Cass 205, Glenn Robinson 221, Mim Dinsmore 211 and David Hayward 200.
Scoring in the Monday Scratch Singles this week was described by centre management as "very poor", with no player able to break 1200. There were a number of 200 games but bowlers certainly lacked consistency.
High games were thrown by Mark Lijic 221-207-201, Jason Belmonte 206-207-205, June Reil 206-204, Chris Collins 210-206, Les Gunner 200-212, Tim Irwin 203-210-211, Rebecca Belmonte 200 and Jason Brown 231.
Scoring was also more subdued than normal in the Friday Triples with just two bowlers cracking a 600 series. Best of the night was Mark Lijic who started brilliantly with 267-213 before going 78 under average in his third game and finishing with a 623 series that left his average at a record 220 after 33 games.
Henry Phillips shot an even 600 after games of 212-200.
Other 200 games were compiled by Jason Belmonte 215-227, David Hayward 205-221, Melissa Johnston 206, Mario Mastronardi 213, Tony Richards 205 and Stan Streatfeild 225.
Mick Moorby featured in a four leagues this week, shooting 212 in the Sunday Singles, 236 in the Sunday Doubles, 215 in the Monday Scratch Singles and 251 in the Friday Triples.
Maree Brown rolled 224-200 in the Tuesday Ladies Singles ahead of Lyn Handel 213-210 and Sharon Trudgett.
In the Friday 10am league Tracey Dwyer bowled a personal bets 201 game while Matt Caughlan shot 208 and Carl Bishop 200.
Bob Taylor did well in the Monday 6:30 league with a 203 game while David Rosser fired 235-223 in the Wednesday 10am league.
Dianne Fishlock and Judy Louie both bowled a 212 game in the Monday 10am league while Gary Johnson bowled a 205 in the Sunday Restricted Singles.
In the Tuesday 6:30 league Ross Mills fired a 224.
Personal best games this week were bowled by Rob Clearey 143, Josh Scully 195, Colin O'Neil 171, and Kathy Webb 154.
