1) Send all line/roster changes with subject "Colorado Lines / Rosters" . Manual lines is optional. Those who wish to have the computer select their lines; thats fine. All you have to do is send in the 'DRESSED PLAYERS' (see below) and request for computer selected lines (I will not be sending a copy of computer selected lines to owners). For owners who wish to manually select or make up own lines, then follow the entire format below to a T!!!!
2) To make a line change, send the changes in point form with the entire new lines to the league commissioner. Please use the format defined in Lines Format below and place ALL changes in CAPITALS. Lines WILL NOT be accepted any other way.
NOTE: Please send only one (maximum) set of line changes between games. If you think you might make another trade, or for any other reason change the lines again before the next game, then don't send the lines until you are sure there will be no more changes. Save the latest set of lines on your hard-drive or on diskette so you can do your changes much easier and efficiently. This format may take time at first but will be a time-saver for both ME and YOU later on down the road.
Note: Players cannot be used in any position except for special teams. Ex: Forsberg must play center (his original position) on 5 on 5, but may play on defense or anywhere you want him on other set of lines such as 5 on 4, 5 on 3, etc...
Note: Goalies may only play 70 games maximum, excluding playoffs.

EXPANSION DRAFT
*NOTE: There will be a trading freeze 24 hrs before the expansion draft.
Before the expansion draft:
- Each existing team with more than 25 players in their organisation (pro/minor) should protect 25 players, the rest fall in the players poll for the expansion draft.
Expansion players pool:
- The MFHL ruled that each expansion team will draft 25 players. So expanding to 4 teams, that's 4 x 25 = 100 players to be drafted. We also ruled that each existing team with more than 25 players (pro/minor) have to protect 25 players, all players that are left will fall in the expansion pool.
Example: If Toronto has 30 players (pro/minor), they would protect 25 players and 5 will fall in the pool automatically (call them unrestricted free agent if you want). Those 5 players that went into the pool BEFORE the draft are NOT counted in the "can't lose more than 2 players", meaning that all 5 could go to an expansion team if selected.
- As stated before, each existing owner will have to submit a list of 25 players they wish to keep in their organisation to the Commissioner.
- Again, the list to be submitted to the Commissioner should be in the following format:

- The protected column should include 8 forwards, 5 defencemen and 2 goalies for a total of 15 players.
- The unprotected column of the list should be in order you want a player to be protected.
Example: The first 3 names on the 10 players name are Lindros, Messier and Kariya, if expansion team1 selects Lindros than Messier will be protected, if Messier is selected than Lindros would be protected and so on.
- The League will provide 2 lists of players, which will be available for the expansion draft. One list of all players being unprotected by existing teams (10 of 25 players left) and one for the "unrestricted free agent", left over after each existing team has protected 25 players (see above).
- The MFHL will not provide ratings. It will be the NEW owners jobs to do their scouting.
At draft day:
- The Draft will be attented only by Yves (Ott) , Mario, and Douglas (Wash) plus the 4 expansion owners. Mario's duties will be to take note of every player selected by each team up to 25. Yves will be in charge of the 26 unprotected list submitted to the MFHL league.
- Each expansion team will draft up to 25 players from the players pool that the MFHL created for them. Each time a player from an organisation (one of the 10 unprotected) is selected by an expansion team, the organisation the player came from must protect one more player that is left unprotected. Ex: if Toronto sees 1 of his 10 players available being selected, they must protect 1 player of the 9 left. So if another expansion team wants to look at what Toronto has to offer they will only see 8 players.
- Each existing team can't lose more than 2 players of their 25 (15 protected, 10 unprotected) in the expansion draft. The other players (for teams with more than 25 in their organisation) are NOT counted in the "can't lose more than 2 players" rule.
- The method used at the draft table will be in the following scenario:

After the draft
- Each player unclaimed goes back to his original
organisation, including unprotected players plus players that came from
an organisation with more than 25 players.
ENTRY DRAFT
This draft will include all teams.
Draft Order will be as follows:
*Number of rounds in draft will depend on the amount of qualified (NHL rookies of that year) players available in the draft. Note: If you presently own the rights to a qualified NHL rookie, that player will re-enter the following MFHL entry draft.

H. DISPUTE RESOLUTION/ABRITRATOR
Where two or more teams are in dispute over some matter, like a trade, and these rules do not cover the matter in dispute, the league will use the following procedure for resolution of the problem:

The following trophy is awarded by the MFHL commissioner
*Owners will pick one player for each award.
$200,000 will be awarded to the team whose player or GM wins any awards.
J. BUDGETS
1. Each player has a salary which is dictated by the players stats and the position he plays.
2. Each team will pay 300,000 for coach.
3. Each team will receive $25 million at the beginning of their 1st season. With this money the team must buy a stadium and pay it's first year salaries.
There will be 4 different stadiums a team can buy.

MAINTENANCE FOR STADIUM
4. The money to maintain your stadium and to determine your following years budget will depend on your year performance. Look below:
TICKET SALES
Regular season = $10.00
The number of seats you sold, will equal teams winning %. (highest of home or away)
EX: Stadium capacity x highest (home or away) winning% x regular season ticket price x number of home games = Revenue
30,000 x .700 x $10.00 x 42 = $8,820,000.00 (players total salary must not exceed season and playoff ticket revenue.)
Playoff = $15.00 + $5.00 every round after.
Round 2 = 20.00
Round 3 = 25.00
ex: a home game in Round 3 with a 30,000 capacity stadium >>>> 30,000 x $25.00 = $750,000.00/home game.
Note: In the playoffs stadiums will be sold out.
5. There will be money awarded for playoff performance as well, the break-down is as follows.
6. When a team runs out of money he/she will be forced to claim bankruptcy. The league will then step in removing that owner and replacing him/her with a owner on the expansion waiting list. This rule gives team the incentive to be competitive or lose their team.
L. FREE AGENTS
FREE AGENT PROCESS
Here is the process: The best way I can explain this is if I use an example:
Mario (Tor) wants to obtain Berzzuti from Vinnie (col).
1) Mario sends in a bid of $4,500,000 for Bezutti. 2) I determine that Mario (Tor) has the high bid and I post it on the board. 3) I wait 24 (last year 48) to allow any other GM to outbid Mario (Tor). 4) After 24 hours If no other GM outbids Mario I change Berzutti's status from "Free" to "Hold". Once a player is in "Hold" status, I will no longer be accepting bids on him. 5) I write an email to the league (daily) entitled "Free Agency Update" -- in this update, I list every player and there currently owned team that is under "hold" status. In this case I would write:
Berzutti, T --Col-- May be a Toronto Maple Leaf.
6) The current team GM (Vinnie) then has 24 hours to decide if they want to match Mario's (Tor) offer. 7) If Vinnie (Col) decides to match the offer, Berzutti is immediately signed to the Colorado Avalanche. I then change Berzutti's status from "Hold" to "Match". (meaning that the offer was Matched) 8) If after 24 hours I don't hear from Vinnie (Col), or Vinnie informs me that he does not want to match the offer, Berzutti is immediately signed to the Toronto Maple Leafs. 9) In my "MFHL-Update" I will also inform the league when a transaction has taken place: --for example-- Berzutti, T --- Is now a Toronto Maple Leaf or if Vinnie matched Berzutti, T --- Remains a Colorado Avalanche
Notes: ---Tying Bids--- For example: Mario and Vinnie both send in $3,000,000 bids for my Grant Ledyard
1) I post both team bids on the board. 2) 24 hours passes and no other GM outbids Mario and Vinnie bids. 3) I place Ledyard on "Hold" -- no other bids will be accepted 4) I individually write Mario and Vinnie and inform them that they have a 24 hour period to write in their highest possible bid for Ledyard. 5) Whoever sends in the higher of the two bids will have exclusive rights to Ledyard. 6) If I hear from Mario and not Vinnie after 24 hours, Mario wins exclusive rights. 7) Step #5 from above follows
This process will be used in the case of 2,4,5, or 20 teams end up having tied bids.
SIMPLE RULES (that must be followed)
There are not many rules, but these rules exist to keep everything as easy as possible. The one rule that really implies is that this is not a fool-proof plan. Situations do arise that Mario and myself have to make a quick and fair decision...so rule #1 Please be patient. Things may get a little hairy, and I will have a ton of emails and numbers and bids and transactions and players....its a ton of stuff. And I know that you all love your teams and free agency is extremely important....I will do my very best to keep everything straight. Last year was a success (with one or two problems) but those problems have been fixed, so this should go as smoothe as silk.
1) How to send in bids: --Send them directly to me. Last year we went through conference reps which added some confusion. Go straight to me. --Subject them "Your Team Bids #1 or #2, or #3, or #4" (I'll explain after the I explain the bid structure) For example St.Louis Bids #1
2) Bid Structure
A) OK...to make things simple...I don't want commas and a ton of zeros. We are going to use periods and "K" for thousands and "M" for millions. Just like last year. So -- $425,000 is 425K $3,000,000 is 3M $2,750,000 is 2.75M easy enough.
B) OK, As far as the player, I need this -- Play Last Name, Player First Initial, --Position--, Bid So, for example a bid for Grant Ledyard for $200,000 and a $4,000,000 for Peter Bondra would look like:
Ledyard, G --D-- 200K Bondra, P --RW-- 4M easy enough.
C) Now for the complete package. To keep everyone honest, I need you to total up your total bids INCLUDING players that you have already bought please indicate that you OWN that player. So for example.
Ledyard, G --D-- 200K Bondra, P --RW-- 4M Total -- 4.2M
If I had bought Valeri Kamensky earlier for $600,000, it would look like:
Kamensky, V --RW-- 600K OWN Ledyard, G --D-- 200K Bondra, P --RW-- 4M Total -- 4.8M
3) The reason why you put a #1, or #2, or #3 in your subject line.
A) Just in case you mail me in your bids and you say "Whoops!!! I screwed up". You can send in your correct bids in to me and entitle it #2, and if you screw up again you can send in more bids as #3, and so on. The key thing is, is that when I see the subject that says St. Louis bids #2, I am immediately going to erase, St. Louis Bids #1 (for the sake of time).
In that case it is important that when you resend your correct bids SEND IN THE ENTIRE LIST OF BIDS. Please don't think that I looked at #1 and say in your #2 bids, "Gary, all of my bids are the same as in my #1, but I also wanted to bid on...." List them all over again.
4) Matching bids -or- informing me that you are not going to match a bid. You can tell me by sending me a letter separately, you can even subject it "My Team Will/Will Not Match Player Offer" Like: "St.Louis Will Match Grant Ledyard Offer" Like: "St.Louis Will Not Match Grant Ledyard Offer" -or- You can just list it out just like any other bid, and indicate to me in capital letters, MATCH
Example:
Kamensky, V 600K Ledyard, G --D-- 200K MATCH Bondra, P --RW-- 4M Total 4.8M
Just make sure that from then on, if you matched a player, you OWN him and must indicate that in future bids.
NOTES: 1) Bid increments are $50,000. Just like last year. I will not accept bids that are any less than 50K and you cannot outbid another bid by anything less than 50K 2) We all know that we have $5,000,000 (5M) total we can spend on free agents. 3) If you are found in violation of the 5M cap. ALL OF YOUR BIDS WILL BE CANCELED. Players that you already own WILL NOT be taken away. You get to keep them. 4) Any bid in deterrence from the above bid structure will not be accepted and ignored. 5) I don't hate any of you and I don't hold grudges. 6) I may make a goof, and I will correct it as fairly and honestly as possible. 7) For those who are curious. I make my bids as soon as I come into work, and I NEVER change the amount of my bid in order to guarantee a high bid. That would be an unfair advantage and I don't cheat.

I hope everyone has complete and full knowledge of whats going on. I can assure you, since we have shortened the length of time for teams to bid on a player from 48 to 24 hours, this system is going to FLY. In order to find success and not get ppissed off that you didn't see something, or you could not follow whats going on, I would HIGHLY recommend that you check the free agency boards at least once a day and check your emails at least twice a day.

O. STRIKE ZONE & NEWSLETTER PARTICIPATION
The MFHL is fully equipped with a STRIKE ZONE, too. League participation is a MUST if you wish to be part of the MFHL. In other words, if you plan on not participating, do not join! If you, already, own a team and neglect and refuse to participate, well you will soon be escorted to the nearby exit! Once you get 4 strikes, you will promptly be warned that your 5th will remove you from the league without further notification. Once Sucker #5 comes.....Poof, you have no one to blame, but yourself. On your 5th strike, you will be thrown out head first (yes, the same one that got you in) and a new candidate will have the honours of owning your team. You will receive strikes for.........
NEW OWNER PROBATION PERIOD
New GMs are subject to a probationary period, during which time all trades must be reviewed by the board. During this time, either the commissioner, or the board may have the new GM's moves reversed or his franchise revoked. This probationary period may be extended if, in the view of the commissioner or the board, it is warranted. Reasons for extension of the probation may be for questionable trading behaviour during the initial probation or for lack of activity. Additionally, in order to avoid any circumvention of the above rule, the time period of the probation will not be public knowledge.
