Proposed several follow-up programs to the Eurasia Foundation, some of which are being implemented in 1999-2000.
• Evaluated applications for grants within the program "Russian-Language Internet resources" in 1998.
• Involved in on-going independent evaluations of projects within the private sector development program of the Eurasia Foundation.

• Wrote several sections for the Russian Government report on science and technology policy in 1998.
