I understand what your're saying, the assasin is a slow *censored*.
My comparison was just two first level guys one an assasin one a martial
artist. In hand to hand the martial artist would dance around him but
the reason he gets two attacks is because of his training, he is quick
to move and punch, not to shoot a gun.

Take for example Bruce Lee and your average RCMP Bruce Lee would
definitely have more attacks. The situation Bruce at one side of a room
the RC at the other. Give them each a Gloch (I think thats what they're
using now?) who has more attacks now and even if Bruce had a higher
initiative I guarantee that the cop would have two rounds through him
before Bruce could even get the safety off.

This just makes things too complicated if you start having different
sytems for different types of combat, I just wanted to make a point.
The gun is the great equalizer.
