I believe Dan is correct in his assessment on the subject. The assassin with
the W.P. is a slow piece of *censored*, and the guy without one is faster so he can
do more things in a round. However, the guy with the W.P. will be able to shoot
far more accurately with the energy rifle (getting a +3 on an aimed shot; the
other guy won't get this) than the guy who has never had any training with it.
