Comments about the above
The whole point behind the "number of attacks" system is to show how slow or
how quick a person reacts. Some people take longer to assess the situation
and therefore may not react as quickly in the turn. In your example the
person without that ability does get -6 to strike on wild shots. I'm
looking to change the burst rules but that's in another e-mail.
