I think we have to trade off between what is simple with what is best for us.

I agree that the rules need to be changed, but these changes should be simple
and easily implemented and explained. Your suggestion isn't bad, but we
shouldn't need a calculator or engineer to see what the damage for location is.

Getting back to the main point about prowl. I think that prowl has a number of
factors including material used, design considerations (if it was designed
poorly, the joints might make more noise), manufacturing considerations (the
Coalition might have tighter regulations than Northern Gun, for example), cost,
bulk, size, etc ...
