I think for this one we have to rely on examples from power armor and common sense.

I know from many a years of playing a guy with SAMAS power armor that the
main body has 250 MDC and the head has 70 MDC. Note that the head does not have
nearly as much MDC as the main body. Is this an error in design by the Coalition
scientists? I don't think so. I think it is a limitation caused by the amount
of material you can place in the head while making it still operable.

I don't know what it is for the glitterboy, but I suspect that the head does not
even come close to having 770 MDC!

I believe Dan and I have had numerous discussions on this as well.

Here are the values that I had proposed to him (in fractions of body MDC):

Head: 1/5 to 1/10 (seeing the SAMAS example, I would be willing to concede 1/4)
Arms: 1/5 (or 1/4)
Legs: 1/5 (or 1/4 to 1/3)
Hands/Feet: 1/10

And what about area affect weapons like grenades? Should they be allowed to do
damage to areas other than the main body?

Grenades are stupid. Right now, if I had a character in a gunfight and a
grenade rolled my way, I wouldn't be worried. Even in light body armor (50 MDC)
a plasma grenade probably wouldn't kill me. In fact, I would be glad that the
guy used up an attack to throw the grenade instead of shooting a burst from
his laser rifle.
