If it works, then congratulations. My only concern would be for the non-combat
monster who now has a harder time to dodge incoming bursts.

I think that modifications for distance should be based on the range of the
weapon you are using. Maybe take the base weapon range, and divide it into
fifths. Each fifth of the weapon range determines your penalty to hit (e.g.
at 1/5 max. weapon range no penalty, at 2/5 max. -1 to strike, etc ...). Just
a thought.

Let me know if there are any "for sure" rule changes that we are implementing.
