Check out this rule clarification from Palladium's website:

Rate of Fire
Rate of Fire for modern weapons, "Aimed, burst, wild" means that
the weapon may be fired in single shots OR in varying bursts;
"Standard" weapons may only be fired in single shots (unless
noted otherwise). See Rifts RPG, pg. 33-34 for full details but,
generally, figure that energy rifles can fire bursts unless it
specifically says that particular weapon cannot. Pulse rifles (like the
Wilks 457) can NOT fire bursts on the single shot setting, but
must be set for a burst. Plasma ejectors (like the NG-12) are not
usually burst weapons.
Rate of Fire equal to number of Hand-to-Hand attacks means that
the character can fire an aimed shot or burst for each action
that he would normally get. Thus, a character with 3 attacks per
round may take 3 aimed shots or bursts (not 9).

You will recall that Jerm went beserk and fired a burst from his plasma ejector
that fragged my character.
Since, the weapon can not fire bursts, he could not have possibly killed my guy
with the one shot he used. This really *censored* me off.
I think that this is a good rules clarification. I didn't think his plasma
ejector should be able to do as much damage as a boom gun. I think the weapon
he was using was the NG-12 Heavy Plasma Ejector (1d6 x 10 damage, rate of fire
standard). If he could fire bursts, he would be able to do 1d6 x 10 x 3 (for a
long burst) = 180 MDC max. damage (on a long burst). *censored* that!
Also, add two attacks to all your characters. This rule clarification was
included as well on this page.

melee plus any gained from hand to hand and physical
skills.

I think we should impliment these rule changes immediately, due to their
implications. I know everybody is kind of set in their way and is used to the
system as we used to play it, but I think we should adopt these new rules
clarifications.
