Actually I did know this.  I had sent dan a message that included the
rules on phasing.  He had previously made a spike deck, that would switch
around +1/+1's and when the spikes would come back it says on the card
'blah blah comes into play with 3 counters on it.'  So dan would leave one
on the spike and when it came back it would have 3 again.  You should read
what WoC(or I guess D'ang whatever) had to say.  I will include it..
 

     G.30.2 - When a permanent "phases out", all abilities will trigger
which would trigger on that permanent leaving play. [D'Angelo 07/03/97]

G.30.9 - Any abilities which would trigger when the permanent "comes into
play" will _NOT_ trigger when it "phases in". [Mirage, Page 2] This is a
special
     and important rule about Phasing that may not seem like common sense.
It is nonetheless a rule.

I like how he says 'it is nonetheless a rule'.  That is good.

BUT you do see the top part.  Which means there is this cool card in I
think exodus, it is a merfolk a think.  No wait it is out of tempest, and
it is a common merfolk, and he says when he leaves play draw a card!  that
is so awsome! cheap cheap cheap!  vanishing is only 2 mana!
