Was Roanoke Meant to Be A Permanent Settlement, or Military Outpost?
Support for it being planned as a Military Outpost:
-the first expedition to settle in Virgina led by sir Richard Greenville included mainly soldiers. the specialists and agriculturists that were brought along played a minor role. (Quinn)
-Once Roanoke was decided on the first thing that happened was that a Fort was erected. This fort had been planned earlier, showing that to build one was the intention from the beginning.
-Governor Ralph Lane had not been sent to the colony for that purpose, but had been included on the voyage because of his background and knowledge in designin and building forts.(Quin)

Support For it being planned as a Permanent Settlement:
-
Sir Walter Raleigh in his "Notes" states that he wants to send people skilled in building, in working the land, in crafting goods, as well as wanting to send men and women. (Quinn)
-After the first attempt to settle the colony failed, the second was carried out using families.
-The fact that the attempt was tried again and in the same location may suggest some determination for a somewhat permanent settlement.
-The buildings built, although they had thatched rooves, were one and a half to two stories high (Morison) and used bricks in the building of their foundations and chimneys(Morison).
-The fact that someone skilled in making bricks was brought to the colony to produce them and create fairly well built structures, suggests that the English may have planned on using the structures permanently.
