Title of the Bill. An Act To: Lower the rate
of teenage mother who drop out of high school.
BE IT ENACTED BY THE YOUTH MODEL LEGISLATURE
OF THE STATE OF WISCONSIN...
SECTION I
The purpose of this bill is to reduce
the number of teenage mothers who drop out high school because of lack
of childcare.
SECTION II
This bill would require all public
high schools in the state of Wisconsin with 10% or more of its student
body that are parents to have childcare facilities on the school campus.
The childcare center would be open to all student attending that school,
including fathers of children whose mothers do not attend that school,
and all faculty members of that district.
Paid, trained adults would be at a
one to six ratio with the children (this subject to change with current
childcare center standards). Students in family planning and childcare
classes would work at the center during their class hours and free periods.
There would be no fee to students using
the center. Faculty members would be charged a fee which would be
competitive with other local childcare centers.
SECTION III
Funding for this bill will come from
the fees charged to faculty members who used this center. Additional
funding would come from district money allotted from the state, if necessary.
(The center would be non-profit, and should be self-supporting in most
cases.)
SECTION IV
If a district fails to comply with
this bill they will be given a warning and six months to open a center.
After the time has elapsed if the district hasn't complied with the bill
they will loose 1/3 of its state funding.
SECTION V
This bill will come into effect for
the school year starting two years after the date the bill is signed by
the governor.
