GUIDE TO NETWORKING WITH NON-GOVERNMENTAL ORGANIZATIONS IN SOUTH ASIA

(Version 1.4 - August 31, 1993)

Distribution of this list is free and will be appreciated!

Introduction South Asian society today is undergoing significant changes, the ultimate effects of which remain unclear. The transition from an isolated command economy to a globally integrated market economy is wrenching enough for the poor anywhere in the world. In South Asia, the lack of governmental support structures, the use of mass violence by politicians of all parties, and oppression by those meant to protect the society from such violence, further aggravate the ravages of economic upheaval. It is clear that the need for help is huge.

I was prompted to compile this list by two other factors which are specific to the South Asian situation. First, the current strife in India (the largest country in the region), is at least partly, a result of the frustration of the middle class with the failures of parliamentary democracy and its governmental institutions. Over the last decade authoritarian groups have sought to co-opt this potent political force to gain power with the enticing vision of a strong state. Second, the rise of authoritarianism is supported by several among the Indian Diaspora i.e. Indians who reside outside the region. We the diaspora, being out of contact with the region, are often unaware of the effect of such authoritarian movements on the less fortunate amongst us and more susceptible to the propaganda of the authoritarian groups.

There is however another way for the Indian middle classes to use their resources to change the situation. A way that is infinitely more rewarding and less fraught with unsavoury ideological compromises. There are literally hundreds of groups in the region, who are using their energy to help the poor, the defenseless, the destitute and the persecuted. This guide attempts to highlight their efforts and hopes to connect them with the non-resident Asians who are looking for a way to give back something to the region. In this way those of us who wish to "help" South Asia, can direct our efforts to the people themselves rather than to politicians who claim to represent them. I hope this will also inspire some of us (especially the second generation) to visit and work with the groups listed. This kind of direct contact with the groups on the front line of change in South Asia will promote a deeper understanding of the real problems of the region, and what we can do to help them.

Several persons helped, in producing the list, and some of them are included here. The most important contributions were made by M.V. Ramana. Many others offered encouragement, without which, my natural cynicism would have killed the whole project. My thanks are due to all. There are, I am sure, several errors and outdated information in the list. I would be grateful if you could bring these to my attention so I can correct them in the next edition.
