The Assembly passed all of the measures in the Notice of Impending Dissolution early in the month and adjourned to begin campaigning for the General Election next month.

The by-election scheduled for this month to fill the Chamber seat vacated two months ago was cancelled by the Notice of Impending Dissolution.

The Parties all release their election platforms. There were no real surprises in the platforms. The Kommunists are calling for the overthrow of the bourgeois system. The Greens have maintained their left-wing agenda with an emphasis on ecological issues. The SDP want to institute a program of industrial nationalization and create a comprehensive welfare system. The Liberals have a broad ranging centrist platform and have a stated aim to be part of any coalition government, but if forced into opposisiton will still support any reasonable measure put forward by the government. The Conservatives want to maintain a laissez-faire system with a conservative social agenda. The Freedom Party has a traditional right-wing platform with a special emphasis on agricultural issues. The Nationalists are calling for the expulsion of all foreigners and a systematic "cultural purification" program.

Opinion polls are inconsistent, but show the current government parties have a chance to continue to form the new government.

The Liberal Party won the by-election to fill the Chamber seat vacated two months ago. The share of the vote for the government parties rose slightly from levels at the General Election. Analysts note that this result is encouraging news for a governement who suffered a humiliating defeat in a Senate by-election just four months ago.

Acting upon the encouraging by-election result, the Prime Minister, with the consent of the Cabinet, asked the King to order a new General Election. The King immediately complied and, as required by the Constitution, issued a Notice of Impending Dissolution.

The Notice of dissolution performs three functions. First, it informs the Deputies and Senators that the First Federal Assembly is to be dissolved the day before the Second General Election two months from now, and prohibits Deputies and Senators from introducing any new legislation before the General Election. Second, it requires the Assembly to immediately pass a specific list of bills that are required for the proper functioning of the government over the next two months; parties are prohibited from campaigning or performing any other election related activities until such measures are passed. Finally, the Notice cancels all pending by-elections for the First Federal Assembly.
