About the Author

Arthur L. "Pat" Webster was born Saint Patrick's Day 1929 within Fort Monroe, Virginia (now a national historical monument, but for other reasons). He graduated from West Point in 1952, served in the Air Force, and studied graduate electronics at the Air Force Institute of Technology in 1954. From 1959 through 1966 he was one of the early employees in the new Federal Aviation Administration. In 1966 he received a Masters Degree in Industrial Engineering from Stanford University. In 1967, he became one of the initial employees of the new U.S. Department of Transportation. As a member of the Department's Office of the Assistant Secretary for Policy and International Affairs, he was instrumental in the writing of a spectrum of transportation publications, including In 1978 and 1979 he was on the staff of a joint Presidential/Congressional National Transportation Policy Study Commission. Since 1980, as head of his own corporation, and more recently as private citizen, he has contributed to or authored studies and reports, largely on transportation topics.
