Human rulers are subordinate to God's rule

Psalm 22:28
For the kingdom is the Lord's, and He rules over the nations.
Psalm 29:10
The Lord sitteth upon the flood; yea, the Lord sitteth King forever.

The Lord hath prepared his throne in the heavens; and his kingdom ruleth over all.


God will bless the nation that honors Him

Psalm 33:12
Blessed is the nation whose God is the Lord.....


Rulers are to be servants of the people

1 Kings 12:7
.....If you will be a servant to these people today, and serve them, and answer them, and speak good words to them, then they will be your servants forever.


We are not to render to Caesar the things that we are to render to God

Mattew 22:21
..... Render therefore unto Caesar the things which are Caesar's; and unto God the things that are God's.


The principle of three branches of government

Isaiah 33:22
For the Lord is our judge, the Lord is our lawgiver, the Lord is our king; he will save us.


To judge according to the statutes of God

Exodus 18:16
When they have a matter, they come unto me; and I judge between one and another, and I do make them know the statutes of God, and his laws.
Exodus 18:20
And thou shalt teach them ordinances and laws, and shalt shew them the way wherein they must walk, and the work that they must do.


To punish evil and reward good

Romans 13:3
For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:
Romans 13:4
For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.

1Peter 2:14
Or unto governors, as unto them that are sent by him for the punishment of evildoers, and for the praise of them that do well.


Different levels of government

Exodus 18:21
Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place such over them, to be rulers of thousands, and rulers of hundreds, rulers of fifties, and rulers of tens.


Only the matters that cannot be handled at the lower levels of government are to be handled by the central government

Exodus 18:22
And let them judge the people at all seasons: and it shall be, that every great matter they shall bring unto thee, but every small matter they shall judge: so shall it be easier for thyself, and they shall bear the burden with thee.


Not to show partiality in judgement

Deuteronomy 1:16
And I charged your judges at that time, saying, Hear the causes between your brethren, and judge righteously between every man and his brother, and the stranger that is with him.
Deuteronomy 1:17
Ye shall not respect persons in judgment; but ye shall hear the small as well as the great; ye shall not be afraid of the face of man; for the judgment is God's: and the cause that is too hard for you, bring it unto me, and I will hear it.


A moral code for government

Exodus 20:3
Thou shalt have no other gods before me.
Exodus 20:4
Thou shalt not make unto thee any graven image, or any likeness of any thing that is in heaven above, or that is in the earth beneath, or that is in the water under the earth.
Exodus 20:5
Thou shalt not bow down thyself to them, nor serve them: for I the Lord thy God am a jealous God, visiting the iniquity of the fathers upon the children unto the third and fourth generation of them that hate me;

And shewing mercy unto thousands of them that love me, and keep my commandments.
Exodus 20:7
Thou shalt not take the name of the Lord thy God in vain; for the Lord will not hold him guiltless that taketh his name in vain.

Remember the sabbath day, to keep it holy.

Six days shalt thou labour, and do all thy work:

Restitution

Exodus 22:1
If a man shall steal an ox, or a sheep, and kill it, or sell it; he shall restore five oxen for an ox, and four sheep for a sheep.
Exodus 22:2
If a thief be found breaking up, and be smitten that he die, there shall no blood be shed for him.
Exodus 22:3
If the sun be risen upon him, there shall be blood shed for him; for he should make full restitution; if he have nothing, then he shall be sold for his theft.
Exodus 22:4
If the theft be certainly found in his hand alive, whether it be ox, or ass, or sheep; he shall restore double.
Exodus 22:5
If a man shall cause a field or vineyard to be eaten, and shall put in his beast, and shall feed in another man's field; of the best of his own field, and of the best of his own vineyard, shall he make restitution.
Exodus 22:6
If fire break out, and catch in thorns, so that the stacks of corn, or the standing corn, or the field, be consumed therewith; he that kindled the fire shall surely make restitution.
Exodus 22:9
For all manner of trespass, whether it be for ox, for ass, for sheep, for raiment, or for any manner of lost thing which another challengeth to be his, the cause of both parties shall come before the judges; and whom the judges shall condemn, he shall pay double unto his neighbour.


Government by compact

1Chronicles 11:3
Therefore came all the elders of Israel to the king to Hebron; and David made a covenant with them in Hebron before the Lord; and they anointed David king over Israel, according to the word of the Lord by Samuel.
2Samuel 5:3
So all the elders of Israel came to the king to Hebron; and king David made a league with them in Hebron before the Lord: and they anointed David king over Israel.
2Chronicles 23:2
And they went about in Judah, and gathered the Levites out of all the cities of Judah, and the chief of the fathers of Israel, and they came to Jerusalem.
2Chronicles 23:3
And all the congregation made a covenant with the king in the house of God.....


Choose moral God fearing men for rulers

2Samuel 23:3
The God of Israel said, the Rock of Israel spake to me, He that ruleth over men must be just, ruling in the fear of God.
Exodus 18:21

Rulers must not be choosen from outside of the nation

Deuteronomy 17:15
..... one from among thy brethren shalt thou set king over thee: thou mayest not set a stranger over thee, which is not thy brother.


Rulers not to have a lust for riches and women

Deuteronomy 17:17
Neither shall he multiply wives to himself, that his heart turn not away: neither shall he greatly multiply to himself silver and gold.


Accountablity of rulers to God's Laws

Deuteronomy 17:18
And it shall be, when he sitteth upon the throne of his kingdom, that he shall write him a copy of this law in a book out of that which is before the priests the Levites:
Deuteronomy 17:19
And it shall be with him, and he shall read therein all the days of his life: that he may learn to fear the Lord his God, to keep all the words of this law and these statutes, to do them:
Deuteronomy 17:20
That his heart be not lifted up above his brethren, and that he turn not aside from the commandment, to the right hand, or to the left: to the end that he may prolong his days in his kingdom, he, and his children, in the midst of Israel.


Penalty for pergury

Deuteronomy 19:16
If a false witness rise up against any man to testify against him that which is wrong;
Deuteronomy 19:17
Then both the men, between whom the controversy is, shall stand before the Lord, before the priests and the judges, which shall be in those days;
Deuteronomy 19:18
And the judges shall make diligent inquisition: and, behold, if the witness be a false witness, and hath testified falsely against his brother;
Deuteronomy 19:19
Then shall ye do unto him, as he had thought to have done unto his brother: so shalt thou put the evil away from among you.
Deuteronomy 19:20
And those which remain shall hear, and fear, and shall henceforth commit no more any such evil among you.

And thine eye shall not pity; but life shall go for life, eye for eye, tooth for tooth, hand for hand, foot for foot.


Oppression by rulers

1Samuel 8:11
And he said, This will be the manner of the king that shall reign over you: He will take your sons, and appoint them for himself, for his chariots, and to be his horsemen; and some shall run before his chariots.
1Samuel 8:12
And he will appoint him captains over thousands, and captains over fifties; and will set them to ear his ground, and to reap his harvest, and to make his instruments of war, and instruments of his chariots.
1Samuel 8:13
And he will take your daughters to be confectionaries, and to be cooks, and to be bakers.
1Samuel 8:14
And he will take your fields, and your vineyards, and your oliveyards, even the best of them, and give them to his servants.

Jeremiah 17:9 The heart is deceitful above all things, and desperately wicked: who can know it?


Tax exempt status for true religion

Ezra 7:24 Also we certify you, that touching any of the priests and Levites, singers, porters, Nethinims, or ministers of this house of God, it shall not be lawful to impose toll, tribute, or custom, upon them.


No One World Government

Acts 17:26 And hath made of one blood all nations of men for to dwell on all the face of the earth, and hath determined the times before appointed, and the bounds of their habitation;


Death Penalty

Genesis 9:6
Whoso sheddeth man's blood, by man shall his blood be shed: for in the image of God made he man.
Leviticus 24:17
And he that killeth any man shall surely be put to death.
Numbers 35:30
Whoso killeth any person, the murderer shall be put to death by the mouth of witnesses: but one witness shall not testify against any person to cause him to die.
Numbers 35:31
Moreover ye shall take no satisfaction for the life of a murderer, which is guilty of death: but he shall be surely put to death.
Deuteronomy 17:6
At the mouth of two witnesses, or three witnesses, shall he that is worthy of death be put to death; but at the mouth of one witness he shall not be put to death.
