MERX In 1999 the Bank of Montreal introduced the MERX system of tendering on the Internet.
This was used principally by governments and major organisations. Tenders were placed exclusively on the MERX system, therefore vendors had to check this system to find out what tenders were currently available in their field.
The initial experience was negative*, therefore I wrote a guide to the MERX system specifically for vendors (with the permission of MERX) so that they could better understand what they had to download and meet the requirments of bids against government tenders.

************************************* * In the first two months of operation 80% of responses to tenders were disqualified as documents had not been fully downloaded and submissions were therefore technically incomplete. The tenders had to be retendered.
