The Island nation of Katarus used to be home to vast fleets of Pirate ships that prowled the ocean of Alistarr, until twelve years ago. A Mercenary navy with mercenary troops assailed the nation, defeating the pirates and killing all of the pirate captains. The ships were then divided amongst the victors and Katarus fell under peaceful rule.

The nation is now ruled by the Council of Captains, which is a 25 person council that makes all the major decisions for the nation. The council is headed by Captain Samoes, he is also the ruler of the city of Katarus.

Katarus is the only major city in the nation, there are smaller cities on the smaller islands. And the city of Katarus is actually built on the water, the land is used for drydocks, warehouses and other storages. The city is also home to one of the largest private fleets on all of Alistarr. Kosab, one of the High Captains has a fleet of one hundred and fifty ships that are all war galleys that have been altered to carry cargo, but can still fight.
