Governor Jarranus is a holdover from Armath's previous ruler, Luciat, and he still believes that the old ways are the best ways to run a nation. Jarranus openly disapproves of Marlenius spending moneys on public works projects such as citywide sanitation projects or beautification projects. Jarranus believes that if a person needs a job that they should go out and find it themselves, the government should not have to provide them, other than guards or jailers or tax collectors.
Despite his disagreements with Marlenius on the way things should be run, Jarranus does maintain a well run region. The crime rate in his region is very low because Jarranus decries execution for a broad range of crimes. Minor criminals are placed in stockades in open areas, often naked and showing signs of having been heavily whipped. He also has thieves hands removed, and nailed to their stockade.
Jarranus makes sure that every coin due in his region from taxes is collected, those not collected in coin are collected in other methods such as land seizures or livestock seizures. On more than one occasion Jarranus has taken a child into slavery to pay off tax debts. He is a no nonsense man, he has little in the way of social skills, he does not believe in putting on a face just for show.
Jarranus is in his mid-sixties, he is bald headed and has no facial hair. His body bears many combat scars from his younger days when he was a soldier. He is still quite skilled with a sword but because of his age he has slowed down some. Jarranus is very rarely seen openly in public, he conducts all business from the great hall in the governor's compound. He also acts as judge from all criminal proceedings in his region, and because of his hard-line ways his prisons are overflowing.
