Netherlands Public Safety - 1999

The Netherlands is divided into 12 provinces. Each province typically has 2 police command centers and 2 fire command centers. 112 calls are received by the closest police command center and then transfered to the appropriate fire command center if necessary. In 1999, amalgamations of municipal level governments are ongoing. Each province will ultimately have one or two regional fire departments.

IJsselmuiden Fire Department

The first photo below shows a Mercedes-Benz watertender, in 1992 build by Ziegler. It is equiped with some HazMat; gives place to nine people (included driver and chef). The tank is 2.000 litres (� 530 US gallons). The pump gives 2.800 l/min (� 740 USgallons per minute) at 8 bar (= 800 kPa = 116 psi) and a sucktion hight from 1.5 m (= 1,65 yard). With high pressure the debite is up to 250 l/min at 40 bar (4MPa, 65 US gallons per minute at 580 psi)

The second one is a Magirus-Deutz, build in 1978 by Motorkracht. Gives place to nine people (included driver and chef). The tank is 1.350 litres (� 345 US gallons). The pump gives 2.800 l/min at low pressure too. At high pressure it gave a tiny bit more: 265 l/min (70 gal.)

The third one is the Iveco Zeta Rescue from 1988. Crew 6 people.

Most homes (50%) in the Hardinxveld area are heated by central heating units powered by piped natural gas. 30% of homes have (?bottled) gas stoves, 10% are oil heated, 5% have coal stoves, and 5% have wood stoves. Oil delivery via tanker trucks to homes has been curtailed in recent years due to environmental spill concerns.

Few homes have air conditioners for the summer due to the high cost of the appliances and the high cost of electricity. Older homes have thick walls and window shutters to keep out the high temperatures of the summer.

Approximately 20% of homes now have smoke detectors.

My name is Berry Vercoelen and I am engaged as a dispatcher in the control center of the Regional Fire Department in Eindhoven. During the past 14 years I have been engaged as a volunteer fireman with the fire department of the town of Son & Breugel, just outside the city of Eindhoven. As a volunteer, I became so interested in the profession, which I managed to turn that interest into a full time position in Eindhoven.

Our region covers 22 municipalities with a total of 37 fire department locations. Thirty-five of these departments are in the towns and villages in the area and the other two departments are with DAF Trucks and the Technical University of the City of Eindhoven. Our region has at its disposal: 150 vehicles and 22 containers with extra hoses and special equipment for large-scale operations.

The Eindhoven FD, where I am employed, has 210 employees with - * 1 commander - * 1 deputy commander - * 105 professional firemen and -women - * 17 volunteers - * 14 dispatchers - * Other personnel dedicated to prevention, preparedness, training, administration etc.

I hope this gives you an impression of fire prevention in the Netherlands, in particular Our region.

We in the Netherlands use for one room house fire's almost always a High pressure hose. For instance a typical kitchen or starting (bed) room fire is most of the time extinguished with a crew of two on breathing apparatus and 1 high pressure hose. The engines have there own 1500 litres tanks with water on board, so about 1-2 minutes after arrival the crew can be indoors and applying the high pressure water. I do remember several fire's in house's, where there was no more than about 100 litres of water used to stop and extinguished the fire.

One of the advantages is the lack of water damage. Almost all the water changes into steam. We find this way of working very effective. But remember, most of our structures are of stone and concrete, so a fire does not quickly expands to the floor above or next to it, if the doors are closed. As a commander of an engine we are trained to make the decision to use high pressure or low pressure. We cannot easy use both at the same time. (technical pump problems). Car fires and inside one room fires are typical high pressure fire's. We can even use high pressure with foam (car fires). Is this not in use with you in the states? Maarten van 't Hof.

In Europe, where Volume once reigned, many departments are utilizing two stage pumps for the first time. Some departments, like those in Sweden, are going the "John Bean" high-pressure route. Did we miss something when we experimented with the John Bean's back in the 1970's, and determined that they were N/G? regards, Lou Angeli
