In the low-VHF band there are presently very few emergency services left, here in Italy. The things you can hear (if F2 MUF will burst such high) are:

71500: Alpine Mountain Rescue repeater (input 68,750)
71525, 71550: Alpine Mountain Rescue (simplex channels)

73000-74000 Fire Departments (12,5kHz steps) They use 73000-73487,5kHz as input repeater frequencies, and 73500-73987,5kHz as output repeater channels. The repeater input-output shift is -500kHz.

� Each Province has its own Fire Dispatch Center. Additionally, some larger communes/Towns have Town Fire Detachments (Distaccamenti). There are 102 provinces in Italy. Provincial Fire Centers are ruled by Regional Inspectorates, grouping one or two regions (actully 18 Inspectorates in the whole country). Fire Service is ruled by the Civil Protection Agency, which is part of the Ministry of the Interior. Fire Service only care about emergency calls concerning accidents, structure fire, bushfires (only if it's dangerous to citizens, otherwise is Forestry business), rescues, and large scale disasters. They do not care about medical emergency. This is "118" EMS business. (See below)

76700-79175 Police Commands (25kHz steps) They use repeaters and/or simplex channels without a specific input-output shift. You can hear everything from Provincial Law Enforcement Center (Questura) to State Motorways, Highways, Railways, Airports, Customs and Harbors police commands.

Specific "fixed" channels are given to highway patrols: 78350 to 78450 output repeaters, with 76950 to 77050 for input. Law enforcement Centers (Questura) have smaller commands in smaller towns, called (Commissariato). Each province has a � � � � � Questura and some Commissariati.

Other Emergency Services use higher frequency bands:

Finance Guard: 153.000-154.500 in 25kHz steps (shift -4.6MHz or -800kHz in some cases) (They're a kind of fiscal-custom police)

Red Cross: 171.975-173.325 (without a specific channel step) (shift -4.6MHz)

Forest Guard: 172.750-173.750 (without a specific channel step)(shift -4.6MHz)

Carabinieri (military police): 425.000-426.975 in 25kHz steps, shift -10MHz

"118" Emergency Medical Service: 460.000-460.400 in 12,5kHz steps, shift -10MHz

There are many important public safety services, such as Town Urban Police, Private Safety Companies, Provincial Police, Civil Protection Volunteers, hospital ambulances, etc, but they don't have a specific allocated band and can pop up anywhere on the main Public bands 160.000 to 174.000 and 465.000 to 470.000.
