Government. In 1895 Alexandria became the first fully constituted municipality in Egypt. Based upon an earlier organization formed by the foreign merchants, it had a high degree of autonomy in financing the city government. After the 1952 revolution the municipality lost its money-raising powers and underwent other changes. In 1960, in accordance with the national government's decentralization policy, the city and its hinterland were incorporated into a muhafazah (governorate). An appointed governor and mostly elected council administer the muhafazah and are responsible to the Ministry of Local Affairs. (July 2000)

CAIRO, Egypt (AP) -- At least 12 people were killed and 17 others injured when a clothing factory gutted by fire collapsed in the Mediterranean city of Alexandria, police said Thursday. The dead included five firefighters and the commander of Alexandria's fire brigade. They were inside the factory investigating the cause of a fire that broke out late Wednesday when the six-story building suddenly collapsed, officials said. The cause of the fire in the poor Izbat Saad suburb of this port city had not been determined.
