Wisconsin Public Safety

Police service in Wisconsin is provided by city police departments, county Sheriff departments, and the Wisconsin Highway Patrol (on Interstate and State highways?). Fire protestion is provided by city and Township fire departments. There are no regional or County FDs. Wildfire protection is provided by USFS, WI DNR, and local structural FDs. Ambulance service is provided by private ambulances, local ambulances, and ?some county wide ambulance services. ALS is available statewide. Medical helos fly from Madison + Milwaukee + ?Eau Claire + ???. 911 dispatch service is usually provided by a county wide dispatch center (except in Milwaukee County which has multiple dispatch centers in the suburbs). Most agencies operate in the 150Mhz band. Perhaps 2 or 3 counties now have 800Mhz TRS. May 2001

26 June 2001 - Milwaukee Fire companies have 2 portables, one for the officer and one for the HEO (Heavy Equipment operator). The distinction on the radio would be Engine-1 and Engine-1-HEO. Milwaukee does not use the terminology Engine-1-Portable like many of the suburbs do.

Milwaukee uses F1 (154.385) as the general communication frequency with dispatch. They also have SMT (status mobile terminals) which are an 8 or 16 button set which transmits the rig-ID to dispacth when pushed indicating status. Example, button 1 means responding, button two means on scene, etc. When a response of more than 2 units is dispatched, F2 (159.120) is used as the communication with dispatch. This could be for a CO alrm going off or a fire run.

Just an engine and ladder is sent to the report of smoke but no fire seen, or to a fire alarm sounding. Therefore, the response is on F1. If the alarm escalates to a larger response, the [field unit to] base freq stays on F1. So, some [serious] fires may stay on F1.

There is a fireground freq assigned with each response. If the initial was a non-full assignment, the fireground will be F4, F6 or F8, on a rotating basis (I think it is currently a four hour rotation). On fire runs, the fire ground will be F3. If there is another full assignment while one is in progress, that second run will get F4 assigned as the fireground, unless it is on opposite sides of town (only F1 and F2 are repeated). Sometimes a second or third fireground freq is requested at a working event and F5 (a training academy freq) may be one of the freq assigned. F7 is FIRECOM, used as a common freq for all departments inthe state. Runs occurring on the expressway will be assigned a fireground of F7 so that the sheriff can commincate directly with MFD units.

On the scene, the HEO would listen to base on the rig radio and fireground on the portable. The rest of the crew would be on FireGround. It's possible that the company officer may have 2 radios. The officer may also switch his portable to the base freq to communicate with dispatch.

Manpower:
Engines (without a ladder): 5
Engines (with a ladder in same house): 4
Ladders: 5
Minimum for a Ladder to be in service: 4
Paramedic Units: 3 (although 1 can be an EMT driver)
Rescue Squads: 2
Chiefs Officers: 1 except for the Deputy (Car 3) and Chief (Car 1) who have drivers.
