August 20, 1999 - This system apparently started with just the Seattle FD using it. Then the Seattle PD joined, and then the suburbs joined. Reportedly, Seattle has 7 or 8 radio sites, the East system has 6 sites, and the County/Valley system has 11 or 13 sites. Does anyone know if additional receiver-only sites are used?
At some point - Seattle had 3 stand alone sites. They have been converted to simulcast operation.

The system was approved by the voters in 1992 and $59 million was raised over a 3 year period. There are 18 PD 911 PSAPs in the county.

Possibly the best way to visualize this complex system is to concentrate on a single Seattle PD portable or mobile radio. In normal operation, this radio will receive signals from, and send signals to, the ?8 sites in the City of Seattle. If the radio moves outside the City limits and gets closer to radio sites outside of the City, then these extra sites will then start to carry Seattle Police radio traffic so that this lone radio can hear what is going on back in the big City. (This is how Smart-Zone systems work - basically)

Valley Communications Center near 94th and 240th on Kent's East Hill dispatches most South-End FIRE departments on 154.070 (FIRE-1), using 154.445 as one of it's secondary response frequencies (called FIRE-2.) They do dispatch police departments, however they do not dispatch King County Police. King County is dispatched by their own PSAP in Seattle. They provide contract police coverage (and dispatch) for Sammamish, Covington, Maple Valley, and a host of other cities.
