39.12 - Putnam County, NY Sheriff's Dept. MDTs. This is one of their original "low band" freqs that is now used for MDTs when they switched their voice operations over to 155.985 Mhz. Both transmitters are on top of Mt. Ninham, in Kent, NY and are should clearly receivable over most of Soutern NY, Western CT, and Southwestern MA. Other low band channels still licensed by the sheriff are 39.18, 39.42. and 39.46 Mhz. (39.46 is/was an Intersystem channel for New York State.) Putnam County Fire Dispatch "40 Control" KED862 should also still be on 46.38 Mhz with a transmitter also on Mt. Ninham. They do their weekly radio test every Sunday at 0900 (Eastern).
