Worcester County is divided into cities and towns. There are no unincorporated areas in Worcester County. Each town and each city operates its own polce department and fire department. Ambulance service is supplied by municipal units, volunteer units, and private ambulances under city contracts. Paramedics are available in the larger cities and towns - and they will respond to assist basic ambulances in nearby areas.

Police departments mostly use fulltime staff. Some parttime police officers do serve in smaller towns. The State Police may serve as the primary police units in some of the smallest towns at night. Fire departments are either fully career (Worcester + Leominster + Gardner + Fitchburg + ?Clinton), or fully "on-call/volunteer", or combination (in station staff backed up by on-call staff (either career or call)). Ambulance staff may be fulltime or on-call.

Most cities and towns in Worcester County operate their own 911 Communications Center. One dispatcher may be on duty to handle all of the police, fire, and EMS activity. All "on-call" firefighters and ambulance staff carry pagers. 2 Fire Mutual Aid Centers exist - Fitchburg for the North side of the County; ?Charlton/?Southbridge for the South side. 33.70 is the North fire mutual aid channel - 33.62 is used on the south side. Police mutual aid freqs are 158.97, 45.54, 45.34, 45.58.

Worcester CMED coordinates patches from ambos on 463 Mhz to hospitals. They also dispatch Worcester City EMS units and the ?Worcester Lifeflite helo.
