In our service we run 14 ambulances 24 hours a day and 4 ambulances 12 hours a day (Noon - midnight) because that is when we found our peak run load is. Our system is run off of a FD box system and allows us to divide up the city into small areas and then we determine which would be the closest responding unit and factor in the drive time and if there is direct access or not. Sometimes we have found that the closest truck is not always the quickest. Our goal is to have ALS (all our trucks are ALS) on the scene in under 8 minutes. As all places we have also found through trial and error that some trucks need to be moved or boxes redesigned. There is a meeting once a month amongst the EMS Supervisors in which we discuss changes that might need to occur. I don't know if this helps but for us it seems to have worked.
