On Sat, 17 Jul 1999 07:15:25 -0400 (EDT) I am guessing that 154.25 is used to dispatch rural FDs and 154.37 is used to dispatch Boise City FD units

You're pretty much on target. Dispatching is done by a consolidated countywide law/fire dispatch, although Meridian dispatches it own PD/FD during the day. The channels have been designated countywide, but I don't know if all apparatus has all frequencies. Nearly all Boise FD tac is on Ch12. If outlying agencies are called into Boise, they also use Ch12 for tac while in the city.
